Abismado com a enormidade dos alegados subsídios tarifários que a Eskom oferece à Mozal e BHP Billiton, não tive outro remédio senão refrescar as meninges nas contaminadas águas de Massingir.
Mas de pouco me serviu o mergulho já que, apesar de um recente diagnóstico ilibar os empreiteiros que há pouco reabilitaram a barragem, continuo sem saber a quem deverá o Estado de Moçambique pedir responsabilidades pelo acidente hidráulico que aos cofres custou dezenas de milhões de dólares US.
E foi assim que, olhando para o lado e assobiando para o ar, dei com o ciclo solar # 24 e as sexy-GICs que, à sucapa dos guarda-fios, papam a Eskom mascaradas de Robin Hood.

Eskom e BHP Billiton concordam em rever Contratos e Tarifas Eléctricas
A Eskom Holdings Ltd. e a BHP Billiton Ltd. anunciaram hoje (abril 5, 2010) que irão proceder à revisão dos contratos de fornecimento eléctrico às alumineiras da BHP na África do Sul e Moçambique (Mozal).
Em declaração publicada hoje via e-mail, a BHP anunciou que o novo acordo poderá levar a BHP Billiton a assumir a responsabilidade pelos riscos relativos à oscilação dos preços internacionais do alumínio e à flutuação cambial do Rand sul-africano contidos nos seus actuais contratos com a Eskom, o que, por sua vez, reduzirá a volatilidade das receitas Eskom e melhorará o seu balanço de contas.
Hoje também, e em entrevista aos media sul-africanos, Kannan Lakmeeharan, director de operações e planeamento de sistemas Eskom, confirmou que as expectativas da Eskom vão no mesmo sentido da declaração da BHP Billiton.
Embora os detalhes e propostas negociais permaneçam confidenciais, ambas as partes referiram que elas resultaram de demoradas negociações. Os novos acordos deverão em breve ser submetidos à aprovação da NERSA (regulador sul-africano) e espera-se que se tornem efectivos durante o terceiro trimestre deste ano 2010. |

Eskom has reached an in principle deal with BHP Billiton that will release it from a long-term tariff agreement that triggered book value losses of billions last year, acting CEO and chairman Mpho Makwana said on Tuesday.

Makwana said the contract with BHP Billiton to supply electricity to the mining giant's Mozal and Hillside aluminium smelters accounted for 95% of Eskom's embedded derivative liabilities that led to a book value loss of R9,5-billion last year.
…. The deals with BHP Billiton and Anglo American have been blamed for Eskom's cashflow and supply capacity problems, with commentators saying the country's energy woes would be eradicated if the deals were cancelled. |

é com base neste relatório de contas ESKOM (Junho 2009) que têm sido aventados vários volumes de subsídios eléctricos às alumineiras BHP Billiton, incluindo a Mozal. E é também com base neste relatório, que fugiu para os media, que a Motraco tem sido arrastada para um caso de inexplicáveis dívidas (R 100mn).

Em comentários à imprensa, a Eskom refere que o seu “Estrictamente Confidencial” relatório de Junho 2009 agora divulgado via web é um normal relatório mensal de negócios utilizado pela empresa para monitorar o progresso dos seus projectos.
A Eskom refere ainda que, embora aceite a necessidade de transparência, a divulgação de informação confidencial feita desta maneira é irresponsável e poderá prejudicar terceiras partes. |

Has DA exposed Eskom's secret deals?
Not quite says Eskom. The DA took info out of context and never spoke to Eskom.
JOHANNESBURG - On Wednesday the Democratic Alliance (DA) released what it called a "secret dossier" detailing Eskom's "sweet-heart" deals with its multi-national customers. Speaking to Moneyweb, Eskom's financial director, Paul O' Flaherty denied this saying all the DA has is "one of our management reports, and certainly nothing we haven't disclosed before in terms of our financial statements".

The DA also claims that Motraco, a Mozambican operation is getting its power at 12c/kWh, which seems to be a lot lower than what we're been charged here locally, is that correct?
O' Flaherty says "No, I think it's all confused." "Basically, Motraco is sort of a middle company. It basically takes the power through from Cahora Bassa and then gives it back effectively through customers, one of them being the Mozal Aluminium smelter which is owned by BHP. So, Eskom is obviously involved in that."
"We have the operational and maintenance expertise in that company. So in terms of the whole deal with BHP, the Motraco issue is part and parcel of that. So to highlight it specifically is actually not correct. It's actually part of what we have renegotiated ourselves out of."
What about the alleged R100m bad debt charge from Motraco? O' Flaherty refutes this "No, that's not correct. We don't have specific current payment issues with Motraco."

Makwana (acting CEO Eskom) said that negotiations with BHP Billiton were at a point where 95% of Eskom's liability in terms of the embedded derivatives related to the Mozal smelter in Mozambique had been eradicated, with the remaining 5% relating to Aluminium SA.
An agreement had been reached in principle to amend the long-term supply contract for the Mozal smelter and the smelter in SA on terms that would be commercially viable for both parties. Makwana was confident that BHP Billiton would sign an agreement for Mozal by the end of next month. "It is our objective that by June we will be able to report significant progress," Makwana said.
The National Electricity Regulator of SA would have to approve the agreements and the auditors of both parties would have to confirm that there were no more embedded derivatives.
Once the agreement had been signed, BHP Billiton would become a normal customer and its contract would be fully based on rands. Eskom said Eskom that it has had focused on the BHP Billiton contract because IT was the largest source of volatility and was responsible for 95% of the embedded derivatives.
Makwana said he would only reply in writing to a request by Independent Democrats MP Lance Greyling that Eskom confirm it was buying electricity from abroad to resell to the aluminium smelters at a much lower price. |
